LOCUM ALLOTMENTS OFFICER (0.2FTE/3 MONTHS) 
1. The Council 
Kennington Community Council is a new urban Parish Council, established in April 2019, with 16 Councillors representing some 4000 households in Ashford, Kent. Total precept in 2021/22 is £100,000. 
2. The role 
The district council will be transferring two statutory allotment sites to the Council in April 2021. The Council is recruiting for a part time fixed term Locum Allotments Officer. The Allotments Officer will be responsible for the project management of this transfer, and will thereafter be responsible for the day to day running of the allotments until we can appoint a permanent employee. We project that the role will be approximately 3 months at 0.2 FTE. Core responsibilities will include: 
• arranging transfer of title and all records 
• establishing health and safety policy and practice 
• drafting and applying new tenancy agreements 
• setting up invoicing systems 
• contracting services such as maintenance and utilities 
• liaising with plot holders 
• recording status of project tasks and preparing for a clear and detailed handover to the new employee when appointed. 
3. The Person 
The ideal candidate must have had previous experience in management of projects, preferably in a local government role. We would prefer for you to have some practical knowledge of Allotments or property management projects. The project needs to be delivered to our deadline and so excellent time management skills will be required together with flexibility and a can do, hands on proactive attitude. The ability to work on your own initiative is essential. 
While some knowledge of the area would be desirable it is not essential. 
This role is a work from home position in the main but some travel around the local area will be expected. This position would suit a proactive self starter who can hit the ground running. You must be organised and used to managing your own time and be able to communicate well with a wide variety of people as you’ll be dealing with members of the public, council officials and work colleagues on a regular basis. 
4. The Offer 
For a suitable applicant the salary, on-payroll, will be in the region of LC2 (18-23) (below substantive range). This is a fixed term role which will terminate on appointment of a permanent employee. The projected duration of this is approximately 3 months at 0.2 FTE. 
Core hours will be 7.4 hours per week (0.2 Full Time Equivalent), which may be averaged over a calendar month (32 hours per month). Working patterns are flexible to meet business requirements, and will require attendance at some evening or weekend meetings. Additional hours may be required to meet project timescales.
